Britain's NICE is effectively doing this by accreditation and approval stamping, but inevitably, it will move towards formal approval based on clinical evidence. That said, this kind of testing is no surrogate for the whole organism, because drug actives bind proteins to different amounts, get degraded by different systems, all contributing to PK and PD differences that can still give a new drug candidate a thumbs down.
