US AND EC TRADE TALKS are hung up on significant differences in attitudes towards food regulation. This is not limited to chlorinated chickens, but embraces a raft of issues. The general US public has been largely unaware of the lack of regulation of the food industry. The FDA has no jurisdiction. The USDA, which does have jurisdiction on farm food, is pro-industry, and passive.
