COMPANY CULTURE IS ALWAYS GENERATED FROM THE TOP DOWN. I have visited many hundreds of small companies, and within minutes of walking in i can tell a lot about the character of the leadership. It shows itself in numerous subtle and not subtle ways: the ambiance, the greeting, decor, notices posted, even the physical layout. The CEO always sets the tone, for better or for worse.
