DENIAL OF RESPONSIBILITY ON PROJECT 112. "The GAO scolded the U.S. Department of Defense's (DOD) 2003 decision to stop searching for people affected by the tests was premature. SECRET HUMAN EXPERIMENTS in the US have been funded by the US government, US military, CIA, and private corporations, and public outrage led to congressional investigations and hearings. In the case of biological agents, this includes reports secret infections of gonorrheal cultures, bubonic plague, herpes, malaria, hepatitis, cancer, whooping cough, yellow fever, dengue fever, encephalitis, beriberi, cholera, tuberculin, and influenza. 1972 BIOWEAPONS CONVENTION (BWC). "From the beginning, however, the BWC has lacked robust verification mechanisms, and a few member countries (most notably the former Soviet Union) are known to have violated the Convention. A decade long effort to develop verification mechanisms fell apart in 2001 when the U.S. rejected a draft verification protocol and withdrew from any further negotiations. The U.S. argued that the protocol would not be able to catch all cheaters and that it would put American biodefense programs and the biotechnology and pharmaceutical industries at risk. FREEDOM TO OPERATE. "Both the U.S. bio-weapons ban and the Biological Weapons Convention restricted any work in the area of biological warfare to defensive in nature. In reality, this gives BWC member-states wide latitude to conduct biological weapons research because the BWC contains no provisions for monitoring of enforcement.
